Filter on non-existent values (Custom filter)

Hi together,
I which to create a filter in publication which also preserves filtering on values which are currently not in the data, so that I get a blank output.
I tried a list but I'm not sure how I can create one which is not based on any column.

For example:

Index    Colors
1    Red
2    Blue
3    Green

Desired filteroptions:
> Red
> Blue
> Green
> Orange
> Purple

Filtering on “Red”:
1    Red

Filtering on “Orange”:
-    -
