Remove top rows and preserve column headers

Hello. 

Is there a way (other than R or Python) to import an excel file, remove for example the top 10 rows, AND THEN promote the NEW TOP row (previously 11th row) to become the file headers.

    No, there isn't a simple way to achieve that with a straightforward Excel file upload.
