Yes it is possible to install Pyramid on windows 2016 core. You can install it by running the Pyramid installer exe from the command prompt or using the unattended option as explained in our online help that can be found here. The only think to look out for is to make sure you have port 8181 or 80 if using the IIS option open on the server. If  installing a multi server installation then please see here for details on which ports to open between the different Pyramid servers so that they can communicate with each other.
