You can search online for geojson shapefiles of Malaysia. I found this page with minimal effort:

Download it and follow the instructions for loading custom maps in our Help:

I was able to easily construct this map using the above geojson file:

As for your rainfall station and data, you'll have to go find that yourself. To plot the stations on the map you will need the Lat / long station positions as data items.
