Creating Master Slide/Publication Templates

I recently found this documentation online (https://help.pyramidanalytics.com/Content/Root/AdminClient/themes/Master%20Pages.htm?Highlight=present%20template) about creating master templates. However, I do not have a "Masters" menu item in the Themes section of Theme management. We're currently using 2018. Is this something available in 2020 or is this a permissions setting?
